If I, without any evidence, go on an internet forum anonymously and accuse Josh of being tax-evader or child abuser or any other crime. Who's job is it to present evidence? It is Josh's job to go around and waste time batting down every random accusation someone makes anonymously? Or is it my job to back up my accusations with some shred of evidence if I want them to be taken seriously?
