i recall obama speaking to this, probably in office, early 2008, saying he believed MEDICARE FRAUD, alone, would pay for ACA.
i was impressed. just for his focus on that one part!

When being honest, these problems are known [big gov incompetence+corruption] in a nonpartisan way.
