That resembles a part of the crank assembly used to start the early autos. Wind it up, hop in and go … hopefully. Push button and key starters are much less strenuous.

I don't think I would use it to buff my car. Foam pads work pretty good.

Back before we had phones to type notes into when driving, you need other writing utensils to quickly scratch down,
I dunno, the phone number of a lawyer you saw on a billboard. Such an item built in as the OP would seem useful if you were writing an opus on the road.

I suspect this may have been an aftermaket option, particularly at Bostitch dealerships.
We moved into house once that came with one pre-installed.
