The Second Amendment originally limited only the Federal government, and it did so in order to let states create well regulated militias:
Between 1791 and 2007, the Supreme Court issued only four rulings on cases dealing with the Second Amendment. The Supreme Court was not making these kinds of claims. Since 2008, the Supreme Court has made three major rulings that greatly change what the Second Amendment means.A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
You would like a new amendment to the Constitution. I think that would be the right way to do it, if there were enough consensus to do so. I don't think the Supreme Court should be creating new Constitutional rights in areas where Americans disagree.
