This being a pastoral matter I am putting this in General Theology. You can read a copy of the Archbishop's actual letter to Pelosi at this link.

Why Is President Biden Being Denied Communion?
President Biden finds himself at the center of a brawl within the Catholic Church in the U.S. over plans to deny communion to Catholic politicians who support abortion rights. Biden is the nation’s second-ever Catholic president and has described his faith as “the bedrock foundation” of his life. So what are the Catholic bishops saying — and will their plan go through? John Allen discusses.

Pope Benedict excommunicated Nancy Pelosi when he was in the Chair.
Cardinal Burke issued an interdict similar to Paprocki's; this was years ago while Burke was Archbishop of St. Louis.

Now if we can get certain German Bishops to stop trying to change the Church's teaching regarding communion and the divorced,
we'll be doing much better. It's always something. Never boring

Is this why he was passed over for archbishop, and McElroy chosen instead?

I don't see how this is "weaponing" communion or even politicizing it. If you publicly support something so fundamentally contrary to catholic doctrine, doesn't that mean you should be excommunicated?

Are you referring to McElroy getting the Cardinal's hat instead of Cordileone? There's several sayings about Cardinals, some of which is derogatory, e.g. not many Cardinals are named saints. In some cases, promotion to Cardinal is a way of "pulling in" a person who is wandering too far from teaching. The promotion is not always "a promotion".

Cordileone makes it clear that this is not weaponizing the Eucharist; it is about fidelity to the teachings of the Church and the Bible. I agree with your statement regarding excommunication. Unfortunately too many people view church in a secular political context instead of as a family to support one's discipleship.

No worries, Nett. As with anything to do with the Catholic Church, it can be abstruse and confusing, even to life long Catholics. Cordileone is already an Archbishop. He has faithfully exercised his role as teacher and pastor, even when it was not always "convenient". He lives up to his name "heart of the lion".

The position of Cardinal has more of a similar relationship to that of "middle manager". They might be a diplomat. They might be a kind of banker; they might specialize in liturgy or canon law. Many do spend a lot of time traveling. The Cardinal's hat does not confer more power and it certainly does not confer on McElroy any kind of authority over Archbishop Cordileone.

McElroy prefers to keep things on an even keel, even if it means letting Biden and Pelosi off the hook re communion. Some of his statements bring into question his adherence to Church teaching in his efforts to prevent "rocking the boat" with secularists. In one sense, by filling McElroy's time with the petty duties of a cardinalship, the Pope is doing Cordileone a favor by getting McElroy away from California as much as possible. Personally, I see this title as a demotion, not a promotion.
