Why not break it up into like 50 regions.
We could call them something like ... states.

Job 1 = Convince voters to stop demanding erosion of their own rights. No longer a slam-dunk.

Actually, I feel you show quite a bit of restraint compared to some on some occasions. Before anyone misconstrues that into a misunderstanding the size of China's GDP, I merely reference the fact that "all have sinned and all short of the glory of God" (Romans 3:23), moi included.
