In this article, they say that no information about who the users are and that users can opt out. Do you know if the Office of the Privacy Commissioner found any issues with this?
The contractor must provide anonymized data to PHAC and ensure its users have the ability to easily opt-out of mobility data sharing programs, the agency says.
PHAC’s privacy management division conducted an assessment and “determined that since no personal information is being acquired through this contract, there are no concerns under the Privacy Act,” the spokesperson said.
The Office of the Privacy Commissioner said it is “following up with PHAC to obtain more information about the proposed initiative” and could not provide additional comment at this time.

When there was a lockdown in central Canada, it was pretty smart that believers left their phones at home or put them on airplane mode when getting together for services.
Good things to learn. I doubt that Canada is going to be persecuting Christians any time soon, but it's good to learn how to be careful about privacy.
Signal seems to be as private as any of the messaging systems, as far as I can tell.

I haven't seen anything further. I'm not quite sure about the separation of "acquired", "available" and "anonymized". Does this actually happen consistently? I guess that is the responsibility of the OPC. As far as I know they have been open and credible in the past.
They will not probably be able to disclose your data, but for example, if they will spot 25 phones at one location it will be a signal to send a police force to investigate the location for probable violation of "health orders".

They will not probably openly persecute, but will make it difficult and restrictive, like it was in the late Soviet Union. There is an interesting video from a lawyer in Ontario:
I remember Edward Snowden talking about this during the early pandemic days. His take was that authorities will use a good excuse to ‘keep us safe.’ But when the threat is no longer there they don’t stop using that surveillance.
