Not understanding English is not an excuse to break the law.
What law is this driver breaking? Certainly the traffic violation, anything beyond that?
Driving a commercial vehicle when one cannot "read and speak the English language sufficiently to converse with the general public, understand highway traffic signs and signals in the English language, respond to official inquiries, and make entries on reports and records" is a violation of Federal Law.

It's against the law to acquire a CDL you aren't qualified for, and you are asked questions when applying for one. (One of them is you are asked "Are you dependent on alcohol or drugs?", and it's a crime to answer untruthfully.)

With a CDL (in my state) you affirm you are qualified to have one and sign your name indicating such, including that you've met all training requirements.

Finally, as far as the claim that non-English speakers don't understand English well enough to know that they're breaking the law... I was just at the BMV, and the driver manual and testing set-ups are available in a large number of languages, and if that doesn't work, an interpreter is provided to the applicant. Therefore, lack of English proficiency isn't an excuse.

Boot, you called for better regulation and enforcement earlier. One of the existing regulations is that truck drivers must understand signs like "No Trucks", "Lane Closed Ahead", "Road Closed Ahead", and so forth. That's a strict requirement of the law. Why would you think the relevant regulations and laws somehow don't apply to that?

And in my state it would require signing your name to a false affirmation. A large number of languages are provided for applicants, and translation apps are allowed to be used for a language that isn't already available in a translation.

The state does the same thing with welfare applicants, which is important since the person will be legally signing their name/affirming a statement and they need to understand what they are affirming. "I don't understand English" isn't an excuse to break the law, and if I were in China or Kenya, not understanding Chinese or Swahili (and English) wouldn't be a valid excuse not to break their laws, either.

One would hope that pilot training is more rigorous than training for truck drivers, but...

I think uh the NTSB and the FAA ought to look seriously into where they got their training and what was the quality of that training because I'd want to talk to some of their previous instructors and go did you not see any of this in training and what do you guys train about those gates, 500 minimums, do you train mandatory goarounds?

In my drive from OH to Charleston SC & back this week I noticed the trucks were not necessarily following the signs specifically for trucks. There were so many trucks on the road speeding & tailgating me. Sure is different now. I also noticed so many didn’t have those. “How is my driving?” with a phone number that you typically see on semi trucks. The Lord heard our 🙏 yet it was more nerve wracking than it used to be. A truck driver told me it is for them too.

signtist and Pastor Rich are in the sign business.
Universal symbols and colors help.
It is my studied opinion that it takes an act of divine intervention to get people to read and understand even basic signage.

Just watched two parents of their son & daughter in law married only 16 days who were killed by an illegal immigrant who was given a CDL, and now these parents lives ate shattered by the reckless policies of the Dems.
This mother WAS a Democrat but sick of their lawlessness.
Hard to watch all these Angel families but they want their stories heard.

Tom Homan, Border Czar spoke after them and said he has spoken to too many of these parents and that he came out of retirement twice to serve President Trump and said President Trump is the best president of his life lifetime-

Twice in the past week on the Pennsylvania Turnpike, I witnessed semi drivers with their left foot propped up on the dash by the window while driving. One of them had his window open a couple of inches and was tossing sunflower seed shells every few seconds, crossing the yellow lines repeatedly while eating. Both were young Indian men, and it goes without saying that neither one was in a position to respond quickly to any traffic situation in front of them. The disregard for safety is absolutely ridiculous with some of these drivers.

The Turnpike is not one of those open roads in the west where you can see ahead for long distances. It runs up and down mountains and around curves, and you cannot necessarily see if there is a situation a half mile ahead that might call for a quick reaction. These kinds of drivers are ticking time bombs. It's not a matter of if, but when, they will be involved in an accident.

I would not think twice about reporting this if you can get the license plate no, it may save lives. This situation is inexcusable.

I called in to report a truck that was driving unsafely (severe winter weather and it seemed like a driver who hadn't been in snow before). I did not assess the ethnicity of the driver, but it did have one of those magnetic "fly by night" placards on the sign instead of a proper DOT number like reputable truckers have.

Later on I saw him in the median, having tried to gun his way out of it which resulted in the tires digging into the mud, and the other side of the highway completely shut down from traffic. Fortunately I don't think there were any fatalities. The trucker himself was wearing flip-flops. I can't remember his racial/ethnic classification; the flip flops stuck out more in my mind.
