I will always think that it would be preferable to keep the clocks set to real time, and adjust one's schedule as necessary. But at least if they DO pass this bill, then I will be able to remember how to convert the real time (by observing the position of the sun) to the official USA time. (Once I can figure out which way to fix it. Of course my cellular telephone will always be set to their time, not the real time, so it still won't be easy.)
