One of the theories in the article that was posted is that this is a coded signal being sent to US operatives in Iran. The signal appears to originate in Western Europe and the “bubble jammer” used to jam the signal is something used by the Iranians to jam radio signals from Western news sources.

The Russians have long been experts in jamming, and as we know, they sell a lot of their equipment and technology to the Iranian regime.

Numbers stations have long been used to transmit information to covert operatives.

If that is code, it will soon be, or already is broken. As I understand it the only way to do that securely is to use a different predetermined code for each broadcast. Repeating codes will inevitably lead to code breaking.

I can pick up what I think is the jamming at 7.85 MHz. It is right at the top of the 40 meter band. I can't hear the numbers. My antenna is suboptimal, though.

It being the CIA or Mossad are plausible. It is impossible to tell who is listening, cell phones and internet do not provide that level of anonymity.
