Cape Dresses - Where's the Cape?

Can someone educate me on the word "cape" in the phrase "cape dresses"? Where's the cape?

Don't think superhero capes. In women's fashion a cape (especially in olden-times) is something like this. A cape dress just builds it into the dress.

I am fairly sure that the cape you see in many modern day conservative Mennonite churches is vestigial of something bigger. Just like a lot of the head coverings.
