Cape Dresses - Where's the Cape?

Can someone educate me on the word "cape" in the phrase "cape dresses"? Where's the cape?

When I was a little boy, capes were in back. Like Superman and Batman.

And the back. At least the cape dresses I'm familiar with. They have the same extra layer in the back that they do in the front.

Don't think superhero capes. In women's fashion a cape (especially in olden-times) is something like this. A cape dress just builds it into the dress.

I am fairly sure that the cape you see in many modern day conservative Mennonite churches is vestigial of something bigger. Just like a lot of the head coverings.
