Many non-Amish people succumb to a cult like the JWs too.

Living back in New York, the JWs were always in our suburbs, especially on the weekends and trying to gain converts of anyone regardless of religious following. Could it simply be that the majority of residents in the area they are speaking with just happen to be Amish? I think they try to convert all comers. But a strategy of speaking with communities about them, hopefully before they get there, I think would be a wise decision.
