I doubt it. Monarchs don't only cost the public on the day they die, they do it every single other day too. Well, if you are going to compare the whole executive branch then you'd have to add in the costs of the UK executive branch so Prime Minister and all the executive branch cabinet and agencies. Since they are more the equivalent to the White House.

… the US executive branch spends a lot more than $1.4 billion. He said the “White House”, not the entire executive branch.
