Another acquaintance of mine sent this article with the comment that “police states” sometimes start with smaller incidents that ballon into a state or national policy:

Re: Causes of a police state
Especially not National Guard which are part-time soldiers. The national guard are most definitely NOT police or trained school security officers any more than they are neurosurgeons. Those are different skills. The national guard learns to drive tanks, fire mortars, drive trucks, and conduct infantry assaults. Not substitute teach or deal with insolent 14 year old girls in school hallways.
People sign up for the national guard to be part-time soldiers. Not to be full-time school security officers or full time border patrol in the case of Texas.
This mostly sounds like an incompetent school board and city that can't seem to properly fund and operate its own schools. That would suggest they need state oversight and possible takeover of the whole school district, not deployment of national guard to fill their own self-inflicted holes. According to Wikipedia, the per capita income for the city of Brockton MA was $17,163. The poverty rate in Brockton is 15.61% of the population. So it is a very poor city and probably needs more help with the schools than just the national guard.
