I have a need for a smaller laptop. Had one a few years ago with an aftermarket mouse. Did what it had to do. Can anyone recommend a certain make/model? Looking to order one around the beginning of February. Want to stick with a Windows system.

I have a 13" laptop, which has a big enough screen to be useful but is still small and portable, and I can use it on airplanes without too much difficulty, unlike larger laptops.
What do you use it for? John had some good suggestions. Here are a few more: A Lenovo IdeaPad 3 has a 14" screen, they are available for ~$350–$450. You can pick up a refurbished Dell Latitude 7390 for less than $350. If you use it for mostly Office and casual work and MN, these should be adequate.

I want new. This will be for portable use in a vehicle. I had a Dell that I got ten years out of. Rockin' and HP now. Had others.

If you are one who likes to repair your own computers, then I suggest getting one from a manufacturer who offers access to the technical repair / maintenance manual (without being a licensed repair shop).
HP allows this access without the use of the serial number. For Lenovo, you can get to it by entering the SN and the model number (printed on the bottom of the case).
These manuals explain where all of the screws are (sometimes hidden under the rubber 'feet', or under labels), and the order in which one should work. For instance, the first step is always to remove the internal battery. (The main storage battery - they do not say to remove the CMOS battery.)
Not a laptop, but another option is the mini-computers, like the MSI Cubi 5. In that case, you would need a separate screen, mouse, & keyboard. I know people who have used this type of system in their work vehicle, but it wouldn't be workable on an airplane, bus, or other public transportation.
