Yes. Take for example the I-95 bridge collapse in Philly last year, which was replaced in TWELVE DAYS.
Cut the red tape and it is marvelous what can get done. My guess is the bridge will get fixed in a reasonably short period of time. The federal government will get involved. Baltimore is a populous liberal city, and it is an election year. It's an opportunity for officials to make themselves look good, in the way Josh Shapiro used the I-95 crisis.

When cars and trucks are involved they will move mountains. Doesn't matter whether it is red state or blue state. If it were a pedestrian bridge or some sort of mass transit tunnel or something it would be 10 years if it ever got fixed. But car infrastructure? It will get done.

Don’t count on it. Our political leaders have said that we need to go on a “car diet “ to reduce the number of cars so that we can meet carbon goals. They are eliminating lanes on many major roads. The governor just announced on national news they will be rebuilding asap. So guess he isn't going to oppose this rebuild.
