It looks like they just can’t arrest you but you could still be held accountable for any actions done while you are privileged from arrest.

Several years ago there was a young man who had been invited to church and had been visiting regularly. One Sunday morning, tipped off to where he’d be by an ex-girlfriend, a cop showed up at church to arrest him. (I vaguely remember it might have been about unpaid child support.) Another member of the church went out and mediated and the cop ended up not arresting him. This was in Ohio so interesting that it would have been illegal if he had done so.

Some years ago, I got pulled over for a seat belt violation. My oldest three boys and I were coming back from helping with an Ox Roast at a local fire company. The search & rescue team I was part of shared their building and were expected to help with their fundraisers. It was always a fun time, but I was pretty beat and so were the boys.

Oldest son was in the front seat and he put the shoulder belt behind him as it was more comfortable. State trooper was sitting at the light and seen this and pulled up over less than a mile from the house. The older boys had taken their lap belts off in the back bench and were asleep.

Trooper asked where we were coming from, I explained it to him. He walks back to his car, me thinking this was gonna be a week's pay in fines. Trooper walks back to my window and explains how he takes child restraints really seriously and he cannot turn his head on this one.

He did cut me a break: cited for the first one, written warning on the second and verbal warning on the third. That'll never happen again!

My last was driving home at 1 in the morning. They pulled my wife over because we looked suspicious. They let us go after seeing us.
Could be worse, another guy doing astronomy got the swat team sent on him. His telescope looked too much like a rocket launcher/bazooka.
