(i believe) states can establish YEAR ROUND STANDARD TIME on their own.
but, choosing DST requires an Act of Congress. Several states are “pending:”

“State Legislation:
Daylight Saving Time (DST) 2019 and 2020 (Carryover, Introduced and Enacted)”
https://www.ncsl.org/research/transport ... ation.aspx
Introduction
In the last three years, nine states have enacted legislation to provide for year-round daylight saving time, if Congress were to allow such a change.

 Full-time DST is not currently allowed by federal law and would require
an act of Congress to make a change.

The nine states are:

In 2020: South Carolina and Utah (awaiting governor’s signature).
In 2019: Arkansas, Delaware, Maine, Oregon, Tennessee and Washington.
In 2018: Florida (California voters authorized such a change in 2018, but legislative action is still pending).

Legislation in 2020
In 2020, 32 states are considering 77 bills concerning Daylight Saving Time (DST), including “carryover” bills from 2019, as well as new introductions.
Since Feb. 18, 2020, five states—Alaska, Georgia, Iowa, Louisiana and Maryland—have introduced seven bills.

The map shows pending and enacted bills in 2020. .. ..
Will we live to see it?? :D
I certainly hope so. There is no reason for congress not to approve it.

I'm all for stopping the clock switching. I think more productivity is lost from having to adjust our circadian rhythms biannually.

Side note: The term "circadian rhythms" always reminds me of country music. Don't know why, it just does.

Changing the clocks ahead in the spring is the hard part. Night owls have a hard time waking up an hour earlier. I usually try setting the clocks ahead Saturday afternoon, so hopefully we will get to bed earlier. Its easier to skip the hour in the afternoon than to miss that hour of sleep.

Honestly, of all the issues and aggravations and annoyances in my life, changing my clocks twice a year doesn't even reach into the top one thousand.

I agree. We too, set the clocks ahead on Saturday afternoon. It helps us get to bed earlier.

This is supposed to be our last “fall back”. Oregon, Washington, and California will “spring ahead” next spring, and stay there. No more time change for us.

That is one policy I wish every state and nation would adopt.

.. The president would need to work with Congress in order to repeal the 1966 Johnson-era law.

Republican Florida Sens. Marco Rubio and Rick Scott filed a bill last week to extend daylight saving time for the entire year, called the Sunshine Protection Act.

The Florida legislature voted last year to adopt the measure, but in order for it to take effect,
Congress must change the federal law, and Trump must sign it. ..
