First Things First—What is Desoxyn?
Desoxyn is the brand name for methamphetamine hydrochloride, a prescription-only stimulant medication typically given for Attention Deficit Hyperactivity Disorder or as a treatment for obesity. Although it has very limited use and is not as popular as other better-known medications like Adderall or Ritalin, it is still used often enough to be of significance—according to the Drug Enforcement Administration’s Diversion Control Division, approximately 16,000 Desoxyn prescriptions are filled annually.

ADHD is most definitely a real thing. I have seen kids so twitchy that they can't sit still for more than 30 seconds and the moment your back is turned they are on the floor crawling under the desk or up messing with things on the other side of the room. For whom trying to sit still and learn something is a miserable experience for both them and all the kids around them.
That said, medications are also over-proscribed. And there are parents who seek medical diagnoses and medication for all kinds of things that fall into ordinary teenage behavior.
Both of those things can be simultaneously true.

"Hire a SPED advocate". Seems there are all sorts of things you're supposed to hire these days. If you're giving birth... in addition to the doctor/ob, you're supposed to get a doula, a birth coach, a birth attendant, a midwife, and a lactation consultant. If you're trying to run a business, you're supposed to hire a business coach (in addition to a lawyer, of course). It's hard to say what is leading things in this direction... are the people who used to do things like deliver babies or help special needs children not doing their jobs?
When bringing a lawsuit is easier and more lucrative than parenting.
There wasn't a lawsuit. The parent filed a complaint with the Nebraska Board of Education for the school's failure to provide the services they were supposed to according to the IEP. No lawsuit. No court.
