Slander, Factions, and Politics

How does the Bible define the sin of slander? How does this affect the way we speak about public political figures and how we speak about people who have different political views?

As a starting point, here's an excerpt from the ISBE definition of slander:
Slander is an accusation maliciously uttered, with the purpose or effect of damaging the reputation of another. As a rule it is a false charge (compare Matthew 5:11); but it may be a truth circulated insidiously and with a hostile purpose (e.g. Daniel 3:8, "brought accusation against").
In Daniel, the accusation was against public political figures:
There are certain Jews whom you have appointed over the affairs of the province of Babylon: Shadrach, Meshach, and Abednego. These men, O king, pay no attention to you; they do not serve your gods or worship the golden image that you have set up.”
Let's discuss. How do you know if it's slander or not? Is it different for political speech or public figures?
