Like ALL gov leaders, politicians, Russian or western, everything he says can be trusted to be ultimately self-serving.

Diplomacy is about communicating with those you don’t care for or trust.
If not, no need for diplomacy.

The current admin/career politicians have no interest in diplomacy. Observed through their actions.
I think it is clearly Putin who has shown no interest in diplomacy. He is the one who abandoned diplomacy and started a war. That wasn't Ukraine or any western diplomats or leaders who were urging Russia to choose negotiation rather than war back in February 2022. In fact the entire world was urging diplomacy and it was Russia that rejected it and still does.
