Robert, are you familiar with the way the term "hard reset" is being used by extremist anti-government groups? Or is this use just a coincidence? Where is this language coming from?

The Hard Reset is a manifesto put out by groups such as Atomwaffen on the social media messaging system Telegram through a series of channels nicknamed Terrorgram by both users and experts. The latest iteration of the terrorist how-to magazine published in July included "tactics, techniques, and procedures" on how to bring about societal collapse, as well as 47 pages promoting attacks on infrastructure, according to the Global Network on Extremism and Technology, an initiative at the Department of War Studies at King's College London.

"It's definitely more disturbing than it's ever been, and the willingness to commit violence combined with the general levels of, you know, violent shootings and things in this country are not helping," said Eaton, who has studied extremism at the Wiesenthal center for 37 years.

FBI cases involving domestic terrorism have skyrocketed -- going from 1,981 in 2013 to 5,557 in 2020. Just a year later, in 2021, the number of cases climbed to 9,049, according to a report by the Government Accountability Office.

Racially or ethnically motivated violent extremists were responsible for 94 deaths and 111 injuries over the past decade, the agency reported.

Breaking Down the Content of Hard Reset

The most recent Terrorgram publication, Hard Reset, fits neatly into a longer history of accelerationist publications and discourse promoting tactics that lead to the targeting of critical infrastructure, harassment of minority populations, and exploitation of current events to hasten societal collapse. Though explicitly referenced only once in the Hard Reset, Siege Culture was thematically quite present throughout the document, and notably remains a critical ideological component of the Terrorgram community and its propaganda.

Of Hard Reset’s 261 pages, 25 pages are dedicated to detailed descriptions of tactics, techniques, and procedures (TTPs). Additionally, 50 pages are dedicated to detailing which targets are best for attacks – specifically critical infrastructure (47) such as train tracks, LGBTQ+ (11), law enforcement (8), and abortion provision (7). There are 52 pages that carry a call to action or endorsement of terrorist violence and 31 pages that are dedicated to explanatory narratives (typically neofascist accelerationism).

“The Hard Reset” posted a video with pictures and parts of livestreams from previous mass shootings along with words like “Kill, Kill, Kill.”[3] Anti-government propaganda and invitations for violent attacks have been increasing among right-wing extremist groups like the Patriot Front. The belief that the political system is working to replace the white race is likely motivating right-wing extremists to act violently against the government. The “Great Replacement” conspiracy theory teaches that the white caucasian population will be demographically and culturally replaced with non-white populations through mass migration. The number of “The Hard Reset” ads will very likely increase close to July 14. The ads’ images call for violence, as one specifically states to “Stop talking, start killing,” while another includes a swastika in front of a semi automatic rifle. Violent images are almost certainly reaching increased numbers of social media users, like Telegram, and in private chat rooms. Videos and ads very likely aim to recruit and inspire other right-wing extremists. The publication of “The Hard Reset” is likely meant to serve as an inspiration and a guide on committing mass shootings and terrorist attacks.

“The Hard Reset: A Terrorgram Publication” will very likely encourage right-wing extremists to commit terrorist attacks in the days after July 14. “Buffalo shooting” and similar attacks will likely inspire new attackers, who will likely use similar weapons and methods. Potential attacks will likely be recorded, publicized, and shared online to radicalize other individuals and encourage other extremists to conduct attacks. The attackers will likely target neighborhoods with a high density of African-American, Asian, or Latino populations, community centers, religious centers, shopping malls or other spaces where large groups of people congregate.

A recent publication from the accelerationist Telegram channel and media outlet
Terrorgram entitled The Hard Reset glorifies white supremacist attacks and gives explanations for
sector-specific critical infrastructure targeting. Starting off a multi-page entry on attacking cell towers,
anonymous authors wrote “early 2020 in the West marked the early periods of individuals, young and
old burning down their local 5G towers.” Additional “critical reading material” for accelerationists
include Mike Ma’s Harassment Architecture, which include calls for bombing the electrical grid. Ma’s
distinct style of issuing instructions, prefacing his description of several specific methods to conduct
attacks against critical infrastructure with the qualifier “I hear some people…,” are frequently
replicated in graphics that are distributed through online accelerationist platforms.
In part due to their ideological vision and the longstanding influence of these materials, this report finds
that white supremacist attack planners were laser-focused on conducting attacks on the energy sector
during the last six years as a pretext for the anticipated collapse of American government and society.
DHS recently identified the energy sector at an increased threat in an intelligence briefing, emphasizing
the uncanny number of attacks compared to other critical infrastructure sectors and the potentially
disastrous effects of a large-scale terrorist attack on the power grid. According to CISA, the energy
sector is “uniquely critical as it provides an ‘enabling function’ across all critical infrastructure sectors.”
From an extremists’ operational perspective, energy sector targeting would increase the probability of
disrupting dependent critical infrastructure as an added bonus. Given the energy sector’s strategic
functions, its target value is increased for accelerationist groups that strive commit terror attacks that
disable or completely knock out society’s ability to function.

The last "hard reset" we had in this country was the civil war.

It did not go well for the insurrectionists and set the south back for a century.

And if people think that taking down some part of the power grid is going to take down the Federal government or collapse society they are delusional. It will get get them hunted down by every law enforcement agency in the region.

It is what the Russians have been trying to do in Ukraine for 2 years without success and they have an endless supply of missiles.

And we have an ENORMOUS capacity to quickly rebuild power infrastructure in this country. You see it rolled out every time there is a hurricane.
