Rolling or pressing important signatures?

I was watching a documentary this past weekend and one of the scenes showed a president signing a bill into effect with a ball-point pen, and then used some manner of a rubber roller over the ink signature. What is the purpose of this and what is that tool called?

Tried googling but I'm not getting the right results. Thanks.

They are from the days of fountain pens and slow-drying inks to blot up extra ink so it doesn't smear.

Kind of an anachronism today with ball point pens and synthetic fast-drying inks.
