I did not say the Biden Administration policies were incoherent. I said President Biden was.
It’s strange how this kind of .. ?? .. miscommunication? .. happens so routinely. This is one of the most obvious examples.
What causes this? Is there hope for improvement?

Every politician says things that at times sound incoherent. Trump is the worst by far when it comes to that.

I'm far more interested in their actual policies. That is what actually matters. And that is where Ramaswamy falls far short.

This is the closest thing to an indirect answer to the thread. I would like to hear a direct question and a direct answer.

No one is much talking about Armenians in Azerbaijan for a variety of reasons.

First, the extent to which the situation in Nagorno-Karabakh amounts to genocide is highly debatable. The fact that Armenians living in Azerbaijan don't want to live under Azerbaijani rule doesn't mean genocide is happening.

But more importantly, the whole Armenian enclave of Nagorno-Karabakh was a proxy Russian imperial project to begin with just like what they are trying to do in the Donbass and in other ethnic enclaves like Transdniestria in Moldova. During the 1988-1994 Nagorno-Karabakh war, Armenians backed by Russia managed to take control of that part of Azerbaijan by force and expelled about 725,000 ethnic Azerbaijanis from that region.

During the intervening 30 years, Azerbaijan strengthened its military and Russia chose to immolate its military in Ukraine such that by 2023 when Azerbaijan decided to reclaim jurisdiction over its legitimate and internationally-recognized territory of Nagorno-Karabakh the Russians were in no position to intervene. And no one else in the world was interested in stepping in to prop up one of Russia's little imperialistic projects.

The actual situation is certain Armenian politicians took aggressive stances against Russia, so Russia decided not to bother with a war that wouldn’t benefit them. Incidentally, the Azeris have massive backing from Israel, presumably in exchange for being an ally against Iran.

I haven't read through this thread, but discussing what Vivek Ramaswamy says is a waste of time because he is a complete liar and scam artist. This video explains (warning, bad language).
