I think he should be treated exactly as big pharma.......a fine, agreeing to not do this any more, and perhaps taking his salve making equipment. No more. Those big execs almost never go to jail for far worse.

A basic problem here is he absolutely refuses to admit any wrongdoing nor will be say he won't start doing it again.
