My first thought was that this was referring to the church mice, who are typically described as impoverished.

So I asked an old order brethren today, ‘How do you know which rules are okay to break & which ones aren’t?’
He said, ‘If I’d just get nicely asked to stop, I can do it.
If it would get me a visit by the ministry, I don’t do it.’
So there, mystery solved.
