I would like this, as I’d prefer wealthy vultures stop descending on red states and driving up property prices, voting in Democrats, and generally making the places they move to as bad as from where they came.

If you click through to the actual Fox news article and read the fine print buried all they way down in the 10th paragraph you find this.
The exit tax is 0.4% of an individual’s net worth over $30 million in a tax year, no matter where it’s located -- within California, other states within the U.S. or overseas.
Oh....I doubt very many of us have much to worry about. So, for example, if you leave the state and bring $31 million dollars with you, the tax would be 0.4% of the amount over $30 million or in this case $4,000 tax on that extra $1 million.

And when one does a bit more digging, one finds that it is just a proposed tax that is languishing in the state legislature that has not, in fact, been passed. It is just a bill that some legislator introduced that is getting into the news. And there is no information on how they could even enforce it.
