Carbon dioxide emissions do affect all three of those things. We've known that for over 100 years.
But as long as you aren't doing it on purpose it's OK?
The language of the quote clearly does not include emissions that affect the climate if that is not their purpose.

I imagine this sort legislation, if passed will be routinely ignored.
Unlike Tennessee, the chances of it passing the Democratically controlled Pennsylvania House and being signed into law by a Democratic Governor is as close to zero as it is possible to get.

The famous Swedish chemist Svante Arrhenius first quantified the greenhouse effect of CO2 from burning fossil fuels in 1996. He went on to win the Nobel Prize in chemistry in 1903. None of this is remotely new or scientifically controversial except in the minds of oil company execs who want to keep on making billions off of fossil fuels.
