The message comes from a Facebook page that seems to have taken issue particularly with a CAM leader in Haiti named Barry Grant - accusing him of all manner of corruption and past wrongs, including cooperation with Haitian gangs. It Would appear to me like there is a personal grievance of some kind behind all of this. Judging from the page’s friend list, I doubt it is a widespread movement of any sort.
I checked into this and CAM leadership investigated the matter some months ago.

It is a very different story than what is published on Facebook.
CAM staff decided to try to help some folks who were part of local gangs by employing them in worthwhile labor, try to help them become an asset in their community by turning from robbery and violence, and teach them the way of Jesus. CAM offers the same work programs for non-gang members as well. In a culture where unemployment is very high, giving these men jobs naturally led to some resentment.
The alternative is to only hire people that a few influential men approve of. If the staff did so, they would give these few influential men more power to manipulate and intimidate the local population.

Having lived in Haiti, this make perfect sense to me Ernie.
