The New Testament indicates that multiple languages were being used in the church. So much, that Paul told them to get a bit more organized, and use interpreters.

Unless one believes that they were just talking jibber-jabber, instead of human languages there.

That's a valid understanding of "speaking in tongues", although the environment of chaos wasn't ever described as a good thing.

Likewise, deacons had to be appointed because different ethnic groups were claiming favouritism was being showed in serving widows. That's not a good thing either.
