Isn't this true anytime you use YouTube while signed in to a Google account on the device you're using, regardless of whether it's a phone, tablet, or laptop/desktop? Actually, I'm pretty sure there's some tracking that happens through browser cookies even when you're not signed in, although then at least the data isn't connected to your Google account.

An app can collect far more detailed information, and thus result in "better" ad targeting.
