Administration can mean many things, from running the office to actually preaching. In schools the administrators are often the ones in the office, not the ones teaching.

This happened at my church (fellowship haven). I think churches need to keep an eye out for these, especially with their older members who don't know which emails are suspicious, which "doctors" and "financial advisors" are preying on them, etc.
