For whatever reason, more conservative groups (intermediate-conservative and beyond) seem to prefer that men not have shaved heads. In moderate-conservative and up groups, this seems to be more acceptable.

Sounds like this area is being run exactly as the government intends, actually.They pay for necessities with money they receive through government assistance.

I don't agree with this statement. Justice is treating people fairly, not picking on one person to "make an example" of them.And sometimes justice is making an example of people for the greater good.
