So taking this a step further... If one of the "basic Christian beliefs" is that people should not be part of the church or commune with other believers unless they give evidence of the new nature... and a group of Christians or a church does not require this of those who want to be part ...

Thank you RZehr and Ernie for your responses. That is what I expected and it helps confirm what we were already on the verge of deciding: that our children should not participate in communion until they are baptized members of the church (and until they are old enough to appreciate what that means).
