The RCC is an episcopal model and explicitly is not a democracy. Regular members have no actual rights to determine much of anything about the church.

Other episcopal models are similar such as United Methodists.

I suspect this may have been an aftermaket option, particularly at Bostitch dealerships.

Back before we had phones to type notes into when driving, you need other writing utensils to quickly scratch down,
I dunno, the phone number of a lawyer you saw on a billboard. Such an item built in as the OP would seem useful if you were writing an opus on the road.
