As far as I know, one of the things they are trying to do in Kensington is provide services for people who aren't drug addicts or criminals, but are just poor people who are stuck living there, who face a rather hard life. As Trump was engaged in insurrection, it behooves Congress to act. I think they should have made that finding after the January 6 impeachment, when a majority of both Houses essentially agreed with that finding.
