Note that things like golf carts typically cost more than an old used vehicle. I can get a minivan for under $1,000, good luck getting a golf cart that still runs for that. (If you do find one the batteries are probably completely shot and replacing them is expensive.)

Incidentally, the "nowhere to go" means people who aren't welcome at homeless shelters because they keep smoking, drinking, starting fights, shooting up drugs or dealing drugs. I do not think people who do the above such things have a sovereign right to turn public property into their own ...

Maybe the problem here isn't the phone but the car. If he was reading sports scores on his phone while riding an Amish buggy I doubt he would have accidentally swerved into the oncoming lane and caused a crash.
