I’m okay in principle to having laws that punish negligent parents and protect children. But I would idealize them as having a pretty high bar for prosecution. In our legal system, we usually punish negligence with civil fines. In the case of parents of a child, there's nobody to punish, because the people who cared the most about that child are already punished enough by the natural consequences.
