You don't need a website, you need a domain name. Most places that allow you to register domain names also offer email hosting, typically for free for one or 2 accounts.
I use domains.google for all my domains, I they offer email hosting (free I think).

Does the Groffdale Conference allow insurance? I'm thinking of construction insurance, but also do they allow insurance in general? Any form of insurance is discouraged, at least non-mandatory insurance. However it is typically not a test of membership. There are some members that do carry insurance.
